1. Do I have to use the Online CP system?
If you are awarded an Alaska Department of Transportation and Public Facilities (DOTPF) project they will be requiring you to submit online certified payrolls in the very near future. Otherwise filing online is optional. The transfer will be gradual. The Department of Labor and Workforce Development (DOLWD) will still accept hardcopy certified payrolls. DOLWD will eventually require it. Check with your local DOLWD regional office or the Labor home page for further updates.

2. How do I electronically file my certified payrolls?
It's easy! https://myalaska.state.ak.us/home/app. Click on “LSS-Online Filing Services”. If you don't already have a My Alaska account, you'll have to create one. If more than one person in your company enters the certified payroll information, you can create the level of security within your company necessary to verify who submitted the information

4. How do I get My Alaska Employer Identification Number (AK ID)?

5. How do I get my Employer Identification Number (EIN)?
This is a Federal Employer ID number that you should obtain when you start a business. Most all businesses in the State of Alaska, EIN number start with ''2-.'' If you do not have one, please email the Employment Security Tax Division at esd.tax@alaska.gov or contact:

6. Am I the prime contractor?
You are the prime contractor only if you have received a contract from the State of Alaska or a subsidiary of the State.
7. Am I a sub-contractor?
You are a Subcontractor if you are contracted by another contractor to do a portion of the work. Both the Prime and the Subcontractors are required by law to submit certified payrolls.
8. What is a Notice of Work (NOW)?
A Notice of Work is the document that is filed with the DOLWD upon notice of award of a public works project from the contracting agency. Go to http://labor.alaska.gov/lss/forms/notice-of-work.pdf to download a copy of the form. Once the NOW is filed and the filing fee is paid as required by AS 36.05.045, DOLWD will issue a temporary NOW to the contractor who can then notify the contracting agency that they are in compliance, and thus allows the contractors to begin work on their project. The DOLWD has up to10 business days (not including weekends/holidays) to process your Notice of Work and assign DOL # to the project from the date of receipt.
9. What is a Notice of Completion (NOC)?
The Notice of Completion is the document that is filed with DOLWD upon completion of the project. Go to http://labor.alaska.gov/lss/forms/not-comp-pub-wrks.pdf to download a copy of the form. This is where the prime contractor would note any change orders that occurred over the life of the public works project. Once the NOC is filed, and DOLWD approves it, the contractor can submit the finalized approved NOC to the contracting agency for final payment of their contract. The Department has 30 days to process your Notice of Completion.
10. What is the Contracting Agency (CA) Number?
This is the number given to the prime contractor from the agency that issues the contract for public construction.
11. What is a Temporary Identification Number (TDN)?
This is a number assigned to a project, by the online certified payroll program, after the prime contractor notified DOLWD.
12. What is a DOLWD public works project number?
This is a number assigned by Wage and Hour Administration for each public project
13. When will I receive a DOLWD public works project number?
If your Notice of Work is submitted manually, the Department of Labor has up to 10 business days (not including weekends/holidays) to process your Notice of Work and assign DOL # to the project from the date of receipt. If a Notice of Work is submitted through the online application you will be assigned either a TDN or a DOL # at the time of submittal.
14. What is the week ending (w/e) date?
When you are submitting a Certified Payroll, this is the end date for the specific payroll you are submitting.
15. When will I receive my DOLWD Notice of Work – Within 10 days of submission?  
If your Notice of Work is submitted manually, the Department of Labor has up to10 business days (not including weekends/holidays) to process your Notice of Work from the date of receipt. DOLWD will issue a temporary NOW to the contractor who can then notify the contracting agency that they are in compliance, and thus allows the contractors to begin work on their project. If a Notice of Work is correctly submitted through the online application you will receive an approved Noticed of Work at the end of the submission process.
16. When will I receive my DOLWD approved Notice of Completion – Within 30 days of submission?
If your Notice of Completion is submitted manually, the Department of Labor has up to 30 days to process your Notice of Completion from the date of receipt. If a Notice of Completion is correctly submitted through the online application you will receive an approved Noticed of Completion at the end of the submission process. Please note that if there were any unpaid filing fees or change orders that occurred over the life of the public works project, these will slow down the completion process and your Notice of Completion will not be approved until these are corrected
17. Can I submit my Notice of Work, Notice of Completion, and pay my fee online?
Yes, click on:: https://myalaska.state.ak.us/home/app, and log in with your MyAlaska username and password. You can file your Notice of Work and Completion and pay your filing fee by accessing the LSS-Online Filing Services
18. Where do I send in my NOW/NOC?
To manually submit your NOW/NOC bring in person, fax or mail them to the regional Wage and Hour office in which your project is located. If you have questions, please look at page 4 of Pamphlet 600.
19. I am an owner/operator. Am I exempt from filing certified payrolls?
No. Owner/operators are required to be reported on certified payroll.
20. What issue of the Pamphlet 600 do I use?
Your local office will determine which rate book is used. The prevailing wage rate is determined by the bid closure date. The rates in effect 10 days prior to the bid submission deadline for the prime contract are in effect for the life of the project or two years from the contract award date, whichever is shorter.
21. I don't see my classification in the Laborers' and Mechanics' Minimum Rates of Pay (Pamphlet 600). What do I do?

22. When am I supposed to update the wage rates I am paying in the current Pamphlet 600?
Twenty-four months from the date the prime contract was awarded by the contracting agency.
23. Can I choose to use the federal codes and rates?
It depends. State rates are applicable to state public construction projects. However, federal codes and rates may be applicable to your project if there is federal funding. In this case, the higher of the two rates must be paid.
24. How many class codes may I enter for one employee?
You may enter all the codes that are applicable.
25. Who will contact me if my payroll is incorrect?
The local W/H office will contact you.
26. Why hasn't my project been closed yet?
The closure of your project relies on many factors. Was a Notice of Work and Completion submitted, Were all fees and change orders paid and adjusted. Did all employees received their correct wages. Were all employees listed on the certified payrolls. Were all certified payrolls submitted. If your Notice of Completion is submitted manually, the Department of Labor has up to 30 days to process your Notice of Completion from the date of receipt. If a Notice of Completion is submitted through the online application you will receive an approved Noticed of Completion at the end of the submission process.
27. What happens if I need to quit in the middle of my work when I am entering data into the on-line certified payroll system? Will the work be saved in My Alaska for editing at a later date/time?
Any records that have been saved and have no errors will be saved for the next time you visit.  Simply ensure that your screen shows no errors and that you have clicked 'Save Employee Payroll' on the 'Payroll' page and that the current employee is saved on the 'Employee Information (Demographics)' page and close your web browser. 
28. What is a bulk upload?
A 'Bulk' upload is a way of uploading data files containing all of the information about your payroll files. The format for these files can be found in this file.
29. Can a contractor submit more than one revised certified payroll?
Yes.
30. I want to view and/or print my payroll summary. However, a Stop/ Information bar pops us listing Security-related conditions. How do if fix this?
This is not an application issue. In order to view and/or print the payroll data, you will have to change settings in your pop up blocker.
